One campus · distinct access layers

The connection is useful. The boundary is real.

The shaded Civic Commons forms the public and workforce gateway at a transit and shuttle edge; the larger secure estate occupies a separate utility-served block with its own high-temperature cooling, freight, and emergency systems.

Energy can serve the secure compute estate; separately metered recovered heat can pass through isolated exchangers to public and community uses. Water loops remain distinct, and the security boundary is crossed by controlled utilities and interpretation—not by public circulation.

Energy

A firm grid and storage plan carries the estate; solar canopies shade public and service areas and serve flexible daytime Commons loads.

Recovered heat

Use is limited to proven domestic, bathing, process, and seasonal loads; independent dry or hybrid rejection is sized for peak summer.

Water

A binding source-to-discharge ledger prioritizes potable needs, isolates pools, uses approved reclaimed supply, captures condensate and storm pulses, and defines drought shutdown order.

Food and cultivation

Local vendors and water-accounted nursery or production bays replace the fantasy of a lush desert vertical farm.

Mobility

Cooled transit and shuttle arrivals face the Commons; shaded resident routes stay separate from freight, transformer, waste, and emergency traffic.

Employment

Electrical, controls, water treatment, cooling, heat-health, hospitality, food, construction, landscape, and education apprenticeships anchor local value.

Shared services

Shared maintenance and procurement are possible, but heat refuge, housing, pool health, and estate incident operations remain independently resilient.
