working energy landscape.
A mild marine climate with long wet seasons, summer dry periods, seismic exposure, and dark winter afternoons favors covered public circulation, daylight capture, drainage, and robust all-weather work yards.
The concept is grid-connected urban infrastructure; clean-power claims depend on the serving utility, new transmission, and the marginal resource for a large load.

A street-facing Civic Commons occupies the transit-accessible edge of a larger industrial district; the secure estate sits deeper in the service network and exchanges heat and operations staff through controlled utility corridors.

The Commons may share central thermal plant and maintenance teams, but it keeps independent life safety, public operations, and closure procedures.
