A river-power learning terrace that turns recovered heat and regional infrastructure into year-round public life.

Regional archetype: A disturbed industrial terrace in the Columbia–Fraser river-power region, outside floodway, dam-safety, and sensitive riparian areas. This is not a selected site; siting, consent, legal, ecological, cultural, and engineering review remain ahead.

A cool wet forest climate brings heavy rain, fog, snow at elevation, wildfire smoke, slope instability, and seasonal river extremes.
Regional hydroelectric systems can supply low-carbon, dispatchable electricity, but new data-center load competes for constrained transmission and is exposed to hydrologic and policy conditions.

A public timber-and-stone Commons climbs a stable upland terrace from the river trail; a separate utility and service road continues uphill to the secure estate, with a short thermal spine but no public crossing of operations.
The estate contracts with and reinforces a regional hydroelectric grid; on-site generation is limited to resilience and visible Commons-scale systems.
A phased 60–180 megawatt concept envelope in several three- to five-story buildings; serving utility, transmission, seasonal capacity, and watershed review determine viable load.

Electrical, compute, forestry, nursery, habitat, construction, hospitality, recreation, and education apprenticeships are visible in the Commons.
Shared services
Shared heat plant and maintenance teams are possible, while public programs retain independent life safety and the estate retains independent incident control.

- Grid-connected data centers in hydroelectric regions
- Heat recovery to adjacent buildings, baths, and season-extension growing
- Mass-timber public rooms and terraced public landscapes on suitable upland sites
- Incremental grid supply, transmission, hydrologic seasonality, and rate or procurement structure
- Geotechnical stability, flood and dam-safety exposure, seismicity, wildfire, drainage, and snow
- Fish, habitat, Indigenous rights, river access, and any water or thermal discharge permits
- A regional utility partnership that funds public watershed interpretation, nursery production, and recreation as part of large-load service
